Received your copy of Mr. Hoy's letter complaining of Arboretum dam being cause of flooding on his property in a recent bad storm; Godshalk  feels there  is no basis for the complaint because Mr. Hoy's farm is four miles to the north. The rain started Thursday night, continuing all night; since there was frost in the ground, there was little chance for rain to seep through.  It was raining the next day in the morning when I drove in my car to survey the damage; the water on Route 53 was about 15 inches deep; even so I did not think the water could reach Mr. Hoy's farm four miles away. The water increased slightly on Friday but began receding by Saturday because the rain stopped and the groundfrost was melting. On Saturday Mr. Hoy was here and asked if the gates were open to which I replied yes; later on I went out to inspect the gates which I found partly closed; Mr. Hoy was also there to inspect the closed gates and felt this was definitely the cause of flooding on his property. On both Sunday and Tuesday two water inspectors were here to survey the damage; they will study the situation and then issue a report. I am sorry that Mr. Hoy wrote to you and hope that his letter has not been a concern to you; contrary to Mr. Hoy's letter, the Coast Guard and Red Cross came to Naperville and nearby towns but had nothing whatsoever to do with our dam. I would like to tell Mr. Hoy that if there is another flood, that the dam be removed at his expense; however, I'll await your return and for the engineers' report.
